This is because some res editors leave old data inside the res files after modifying and saving them.
This tool rebuilds all res files from a resources folder so they are clean of any rest data

Steampunk The Time Lords is not displayed in the personalization. In previous releases of windows also did not show up. Familiars have exactly the same problem.

because 20h2 is only the feature update
