After restart the blue borders in file explorer are gone and the blue border on the top of the volume is missing also, is there a solution for this?

I have W10 20H2, even after removing default colours I’m still getting white background after waking my comp and after signing out and in everything looks normal. I didn't have that problem with W10...

This way works and the white background is gone, and the only solution is to not put the system to sleep because after that the white background is back.
