Hello devvv1128 , you need to set a theme folder and a windows theme file , inside the the theme folder you need to put the theme ".msstyles" you imported ,
however for the windows theme file take...

there is no instructions for theme resource changer as i think , Just install...
I see from the attached image that the problem is in the applying step , this can be done manually by right click on desktop and choosing personalize then choose

the images are too large to fit , get an image you want then split it to two parts then try to put in each side of the start menu
