Can someone tell me how to change your cursors and stuff

Ok I downloaded 8 of lefty's themes and none of them had custom icons only the skin and background was changed right now I'm using Blue Cube 1 by lefty and it looks like this

The os ur using in the pick thats vista I think or xp the themes are for windows 7 thats why they are not working on ur os
