Im not 100% sure what exactly is causing this issue but I know there is a big thread on here that talks about it. It has something to do with the 7tsp icon packs.

Have you downloaded and installed IE 10 through Windows Updates?
If you have and you have a custom icon pack installed through 7tsp, this would be the reason Internet Explorer is not starting for you. There is a bug either in IE 10 or 7tsp that makes the shell32.dll not want to cooperate and thus prevents Internet Explorer 10 from even opening.
An easy fix, if you don't want to go back to the standard default Windows icons and since you don't use IE that often is to just uninstall IE 10 (Control Panel>Programs>View installed updates, scroll down until you see "Windows Internet Explorer 10", click to hilight and click uninstall) and let the system roll back to the previous version of Internet Explorer you had ( I'm assuming it was 9) reboot and all should be ok.
Assuming this was the problem, do not set Windows to automatically download and install updates, set Windows to notify you that there are updates to be installed so you can pick and choose which ones you want, so you don't get garbage like Bing desktop and IE 10 installed automatically.Last edited by Dark Knight; April 14th, 2013 at 02:39 PM.

I believe in karma which means I can say all the bad things I want to you and just assume that you deserve it.
