I don't know if this is possible, but can I have an animated wallpaper using Windows 8.1 ?

The PirateBay's domain is back up and running (well sort of) ...https://178.175.135.122/

I grabbed the .webm from the link above and converted it to a nice big .mp4 that I wanted to use as an animated screensaver.

Anyone know how I can do this?

I looked around online, but all I could find where programs that wanted $$$ to enable animated wallpapers with 8.1 and thought surely there's a way to do this without having to fork out $$$ ...
