    TL;DR

    XBOX APP E3 UPDATE renamed "Xbox Console Companion" will not open on older versions of windows? temp work around DO NOT UPDATE XBOX APP. (sadly everyone prob updated it and now have to reinstall windows because of this)



    Edit:

    I think if I was able to find a previous version of the appxbundle I could side load this but I can't find any on the web currently still searching.

    Microsoft.XboxApp_19.19.28029.0_x64__8wekyb3d8bbwe.AppXbundle might even work if I can find the AppX file.
    Tried on W10 LTSC 2019?

    I've the problem on W10 LTSB 2016, on 3 computers. I'm not able to launch the Xbox companion since the update.
    I think, you're right when you say it's not compatible with old W10 (like LTSB 2016).

    I'm proceding upgrade to the LTSC 2019. Wait & see.
    If after the upgrade, the problem still there, I downloaded the W10 Enterprise 1809, I will extract the WindowsApp directory from the install.wim and start again from the beginning.

    For information, it works.

    Take the install.wim from a Windows 10 Enterprise 1809 ISO.
    Don't extract the install.wim. I think microsoft used symbolic links. If we extract the zip stupidly, it weighs ~ 130GB...
    Open it with 7zip, you will find numbers from 1 to x. For me, the good version was the number 3 (as indicated in the [1].xml).
    Copy the WindowsApps folder where you want.

    Modify rights on the real "C:\Program Files\WindowsApps", take ownership and add full rights for your user.
    For the Xbox app, copy:
    - DesktopAppInstaller*
    - NET.Native.Framework*
    - NET.Native.Runtime*
    - Services.Store.Engagement*
    - StorePurchaseApp*
    - VCLibs*
    - WindowsStore*
    - Xbox*

    Add app you want.
    After, open PowerShell terminal as superadmin and run 3/4 times:
    Add-AppxPackage -Register -DisableDevelopmentMode 'C:\Program Files\WindowsApps\*\AppxManifest.xml'

    You may need to force an update of the store. Run:
    $namespaceName = "root\cimv2\mdm\dmmap"
    $className = "MDM_EnterpriseModernAppManagement_AppManagement01"
    $wmiObj = Get-WmiObject -Namespace $namespaceName -Class $className
    $result = $wmiObj.UpdateScanMethod()

    Wait few minutes. I do not know how long it takes...

    Now, you have to restore NTFS rights on the WindowsApps folder.
    Boot on Windows 10 USB key (preferably a 1809 enterprise), choose "Repair the computer", terminal and type:
    icacls "C:\Program Files\WindowsApps" /q /c /t /reset
    exit

    And that's good !
