Turn off (un-tick) the box that says "Automatically pick an accent color from my background" in All Settings > Personalization > Colors
After doing that you should be able to choose any color you want.

August 23rd, 2016 08:13 PM #3I did that to no avail keeps showing blue. Also I forgot to mention that start is back has a major issue where we can no longer right click on any icon and get options.

Okay now I have it, here is a complete guide, if you have already applied it then first remove it with the following registry setting.
Code:Windows Registry Editor Version 5.00 [-HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization] [-HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Policies\Microsoft\Windows\Personalization]
Now open Settings > Personalization > Colors
Now apply the registry settings with the following. (Set the PersonalColors_Background rgb to what ever you prefer)
Code:Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Personalization] "PersonalColors_Background"="#000000" "PersonalColors_Accent"="#" [HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Policies\Microsoft\Windows\Personalization] "PersonalColors_Background"="#000000" "PersonalColors_Accent"="#"
Now go back to Control Panel\Appearance and Personalization\Personalization\Color and set the border color for your theme, or just reapply the theme.
If you want it Black then remove the # from the registry setting, apply the registry settings and restart explorer.

I don't think you are going to be able to change the color of that screen, mine is blue too, always has been ...... not gonna happen, at least not with themeing tools.
