it is because the new Windows 10 system, like the Windows 11 system, uses a new directory for files
c/windows/system resources and not c/windows/system32 or syswow64
therefore, I do not recommend using old icon packs on newer versions of the Windows system
if you have a problem with the device manager, yes, it is a problem and it is easy to solve
either transfer your new icon pack correctly
or just remove this file before using this package, which will solve your problem
