Windows 10 taskbar won't change when applying custom theme.

I recently installed a theme from https://www.suck-style.net/2016/07/th...-bashkara.html. The theme work with Win8 and Win10 but according to the page screenshot the taskbar should change according to the theme but it doesn't.



Here are the tools I use:
1.UxStyle for windows 10
2.OldNewExplorer
3.Astyles 8.1 Theme Patcher
4.StartisBack
