Windows 11 Settings location?

I'm trying to create a shortcut on the ObjectDock in Win 11 Pro 21H2/OS build: 22000.2295 (if it matters) but nothing I do will make a useable shortcut on the dock, I've edited the address to where it says it is in Task Manager (C:\Windows\ImmersiveControlPanel\SystemSettings.exe) having Settings open in the background, it won't let me click and hold to drag it from the Start menu to the dock or anything....
I was just wondering where EXACTLY it is in the Windows filesystem to make a working icon shortcut?
I have administrator access, full control settings in the Properties of all the files in the C: directory, regardless of whether I used right-click extender (from here) or the Properties option to gain it, either way, is it at all possible?

Good day....Try going in to (C:\Windows\ImmersiveControlPanel\SystemSettings.exe)and drag it from there it should work....Or go into start menu,right click on SystemSettings select properties then details,that should show you were it is then drag it from there...Hope this helped....
